you could buy a new case without a power supply
to get what you want. I modded a case a few months
back to do it. Pain in the butt. I used a metal electric scroll saw

A power supply or lack of one does not apply -
I'm looking for something that would meet the requirements for Intel's
Thermally Advantaged Chassis.

this is a feature on some cases these days. I made one using a plastic cup
with the bottom cut out, drilled the side cover and fastened the cup to the
side. aimed it and measured the distance to the CPU fan. .

I did mine with a nibbler. Just mentioned as an alternative.

(I didn't buy it from that site; that's just for information.)

Inexpensive tool, nice job.

nice case for the price.

yeah foxcon has some nice thermal features the one I had was the one with
the built in filter for the front intake. The two side were lined with a
fine metal mesh. and the 'funnel tunnel' on the side. I liked that idea so I
did up my old codegen with the cup deally.
