When I right-click on a folder name and click on "Properties" nothing happens

It seems that I have done something or reset something so that when I
right-click on a folder icon and then choose Properties. nothing happens.
The same is true if I choose "Sharing and Security..." after I right-click
the icon. All the other choices in the right-click menu seem to work fine.

What have I done to cause this? How do I reset it so that I can see the
properties window of a folder?

Can anyone help or advise?

I am running XP Pro and IIS. I'll see what happens when I uninstall IIS and
then reisntall it.
