What does this msg mean: While initiating..."

Sometimes when I switch on a computer I've been sorting out to sell
for my brother it says: While initiating device IOS: Windows
protection error. You need to restart your computer." When I do,
it's fine, and works fine from switching on for some time, then if I
switch it on again it'll say that message. After a bit of a struggle
with this computer I'd like to get shot of it at the weekend, so if
anyone can let me know how ot sort this, as many possibilities as you
can come up with, that'd be much appreciated.

There is this article from Microsoft:

You're running Windows 98?

If I were you, I would be tempted to make a clean install of the
operating system, as this error seems to be OS related. Starting fresh
would likely solve the problem, and would start your brother with a
clean system.

If you are installing Windows 98 Second Edition, here's a link that may
be of some use to you:

References to that error message go back to 1997. At least Microsoft
is consistent :)
