What can cause a program to run after being shut down?

I have occasional problems with programs I shut down, but that don't completely
go away. Even though there's absolutely no evidence on the desktop they haven't
shut down, Task Manager Processes will show them as still running. Trying to
restart the program when this happens results either in nothing or in XP locking
up.

Recently, I've had a similar problem with WMP 11. When I click on a video file
to be played, WMP will sometimes play it and other times won't even open, but
show as running in Task Manager Processes. Again, trying to restart WMP when
it's shown as running in Task Manager Processes can lock the system. Yet,
there's no indication it's running except by opening Task Manager.

Virus and spyware scans turn up nothing.

I'm running XP Home SP2 with latest updates. My system has a Pentium D 945 CPU
(3.4 GHz) and 1GB of Corsair XMS RAM.

Any ideas what could be wrong?

try a memory defragger like

memory defragger. To this I add, what is it supposed to accomplish? Also
