what are rules for "rules and alerts"

I have a "bulk" folder that I created since ATT mail sends mail that it is
possibly spam with a "bulk" subject.

Is it possible to set the rules for this folder?

Or only can you set the rules for the inbox?

Neither.

Rules aren't applicable to folders, they are applicable to messages.
Basically, a message comes in to Outlook.
Then, the Outlook based junk email looks and decides if it needs to do anything
with it.
Then, if the junk email doesn't have anything to do with the message, the
Rules engine will work against the message.

rules only work on incoming mail, not mail already moved to folders. You can
set rules to move mail as it arrives to the Bulk folder or you can create a
rule an use Run Rules Now to run it on items in the folder. You can't run
them automatically.
