Windows XP VNC , Error message Connection refused (10061)

I followed steps in the link below :

but I received the error below :
failed to connect: Connections refused (10061)

I do not what mistake I have done.

I am trying to access from my laptop (win2003) to a server (win2003) within my network (different LAN, we have got two VALNs 192.168.1.x and 192.168.2.x) at work.

Laptop on 192.168.1.103,,,,server on 192.168.2.21

disable the authentication on the 'server' and try again, one thing to note is that the 'server' will lock out a 'client' for a set amount of time if it has tried to gain access with the wrong password

i'm sorry i cant think of anything else to try
Thanks Me__2001, I realised that I should have installed VNC on a server side, as well as client side, which I had not done that.
