you need video editing software, windows movie maker
would be the easiet but something like Vegas Video or
Adobe Premiere gives you more power and options
then you can edit the video however you like
if the video is an MPEG, you can use Tmpgenc, which has
basic editing functions (cut/merge)... so you can open
the file, and tell it to re-encode the last part (you
select the source time) and make it into a new file
