using USB Interface with VB.Net or C#

  1. Hello!

    I am going to write my Diplomarbeit (master thesis). I want to develop an
    application with VB.Net or C# for a phone-PDA (like the MDA II from
    T-Mobile; technical data:
    http://www.pdagold.com/hardware/detail.asp?DeviceID=154).
    I own Visual Studion .Net 2003 Professional. Which language is to prefer, if
    I need a connection to the internal camera and over the USB interface to a
    external GPS device?

    I have heard, that all applications for Pocket PC 2003 have to be signed. Is
    that true and does it cost something?
