user account lock-out

When I turn my computer on and my welcome screen opens and I click on my user
account and type in password the screen then shows "loading user settings".
The problem is the settings do not load, it shuts down and says "saving users
settings". I have tried to open it in safe mode and it will not work, it does
the same thing. Any help on how to get around this problem will be greatly
appreciated.

Google for "replace userinit in Windows XP"

Then - after you fix that - use MalwareBytes and SuperAntiSpyware to scan
for (full) and remove the spyware/malware that likely caused the issue.

Do you have the original XP installation disk (the Windows disk that came
with your PC or a freshly bought Windows disk that you have used to install
your current operating system)?
