USB Port with USB Modem - error can't open Port when querying mod

'Windows XP Profession, sp2 sees the modem. Modem is US Robotics Model 5633.
It shows up in the Device Manager but when I query it under the diagnostics
I get the error "Cannot open Port".

Port does not show as in use.

Same port sees a usb hard drive and reads it fine.

Same modem installs and works fine at another computer.

Any suggestions? Thanks
