USB 2.0 Hi-Speed Attached to Non Hi-Speed ERROR

Using XP Pro with all the latest service packs installed. Getting error
"HI_SPEED USB Device Attached To non-HI-SPEED-USB Hub"

I just installed a Belkin USB BusPort F5U005 USB 2.0 PCI Card and have
plugged into this a SanDisk ImageMate 8 in 1 USB 2.0 card reader.

I am using all the original cables etc.

Device manager reports the following drivers:
OPTi 82C861 PCI to USB Open Host Controller
-usbhub.sys, usbohci.sys and usbport.sys MS V 5.1.2600.1243
(xpsp22.030702-2125)
-usbbui.dll MS V 5.1.2600.0 (cpclient 010817-1148)

I have all the latest service packs (this all i could find in the MS KB as
solutions to problems)

The service packs were installed before I installed the controller / card
reader.

I have removed the hardware in device manager and re-detected, but nothing
seems to solve the problem at hand.

Any suggestions on how to tackle this problem ?

Did you install the driver that came with the USB2 card?

No drivers shipped with the card. According to Belkin's website, there are
no drivers for XP and they are built into XP. Quote from Belkin's website
"Drivers do not come with or are required for this card. The drivers are
built into the operating system. If you are having problems installing the
drivers from the operating system refer to our FAQ section for help."

I have poured over the FAQ's and am unable to find any solution there other
then XP SP 1, which i have present on my PC.

I just installed a Belkin 4 port USB 2.0 card in my younger brothers
computer (he's 67 and couldn't figure out how to do it). Anyway, there was a
CD in the retail package that included drivers.

Do you know what chipset the board uses?

I thought twice before posting this, cause it will make me look
kind-a-stupid, but the feedback from Belkin pretty much told me that I am an
idiot and bought a 1.1 card!

Man, I did not even check the box, the guy at Best Buy gave me the box and
said here you go, USB 2.0!

I will replace the card and try again.
