USB 2.0 HDD on USB 1.1 port - no drive letter assigned

I am unable to access my USB 2.0 hard disk one any system
running Windows 2000 SP4 (with ALL the latest patches) if
it has only USB 1.1 ports. The IDE-USB device has
(supposedly) been certified to work with USB 1.1 but I'm
not sure what operating system it was tested with.

I am able to see a Mass Storage Device AND the Hard Disk
itself in Device Manager (USB Controllers + Disk drives
respectively).
Disk manager does NOT list the new drive (only Drive 0 is
listed) - so I am not able to assign a drive letter. I HAVE
partitioned and formatted the disk on a system with a USB
2.0 port.

Other than warning me that a HI-SPEED device is attached to
a non-HI-SPEED port, I get no warnings or errors.

This also occurs with Windows XP (SP1 + all latest Updates)

I see two paths to resolution.
1. Contact the Vendor of the drive.
or
2. Install a USB 2.0 adapter.

1. they've not been helpful at all. Besides, there
SHOULDN'T be a driver issue as 2000 and XP theoretically
support this unit without the need for drivers. ... and of
course, it DOES work when connected to a USB 2.0 port.
Also, it DOES work on the same system running Linux, so
it's not a PHYSICAL problem. Might be quicker and easier to
buy another box (different brand of course)

2. That would only work if I had a spare PCI slot :-(

so - once again, silence on this matter

it seems to happen on every forum that I've posted this
question on.

A few people try the obvious, like partition/format it
(yeah, I'd love to but it just aint there to be partitioned)

A few think the solution is to hide the problem by buying
USB 2.0 cards (I think having to turn the PC off to plug a
USB 2 card into every PC I want to plug this into defeats
the purpose of USB)

Most blame the hardware - BUT it WORKS IN LINUX (there, I
said it - LINUX LINUX LINUX) on the same PC

Oh well, I'll just wait until I upgrade the mobo

Thanks anyway ...

BTW - I used a real email address on this forum and now
it's being SPRAYED with SPAM and VIRUS infested emails
(fortunately, it was a disposable email address- I ain't
TOTALLY stupid)
Has anyone else experienced this? It's the first time
that's happened to me for quite a while (touch wood)

I guess that leaves the USB 1.1 drivers as the guilty party. So the
question becomes "Are the correct USB drivers loaded for that motherboard?"

On THOSE MOTHERBOARDS
I have tested this on 7 (and counting) USB 1.1 systems
