updates wont stick; keep dloading same 17 updates, why?

For three times now that I have run windows update, it shows the same 17
critical updates that need to be dloaded and installed even though I have
already dloaded and installed them. I keep restarting and trying again after
xp tells me to restart. The updates just wont take! Any idea what's going on
here?
