Unable to open .xlsx attachments after installing FileFormatConver

At least one user in our Office 2003 environment, although not all, cannot
open Excel 2007 email attachments. Just tested with three users, one could
not open the .xlsx file and the other two could. When opening the .xlsx
attachment fails in Outlook 2003, the user gets: Microsoft Office Excel -
'C:\Documents and Settings\Usersname\Local Settings\Temporary Internet
Files\OLK97\filename.xlsx' could not be found. Check the spelling of the file
name, and verify that the file location is correct. If you are trying to open
the file from your list of most recently used files, make sure that the file
has not been renamed, moved, or deleted.

User has run FileFormatConverters.exe to be able to open Office 2007 files
in Office 2003.
The same user has no problem opening Word 2007 files, this only seems to be
isolated to Excel 2007 files.
The same user has no problem opening Excel 2003 files.
Long or short file names make no difference.
If user copies Excel 2007 file to her desktop, opens Excel 2003 first and
then chooses File, Open, to open the Excel 2007 file, it opens fine.

Is the file actually being created in that folder or is it failing at that
point already?

OK - This is getting weird. We tested several times on that problem computer
and saw the error referring to Local Settings\Temporary Internet Files\OK 97.
So, to answer your question, I went to look for the contents of that
directory. We could not find it at all! There is no such directory. Now what?

It's a hidden folder to which Windows Explorer cannot browse. However, if
you insert the exact path into Windows Explorer's Address field, it will
open the folder.

ok - found the files there. Also am seeing other pop-ups:
"There is no such directory"
"The converted failed to save the file."
"The system cannot find the file specified."

After clearing out temporary internet files in IE, we were able to open some
of the .xlsx files, but not all. What could be going on here?

The file are opened in Read Only mode when you directly open it from the
Reading Pane. They will be opened in read/write mode when you double click
to open the message first and then open the attachment.

Additionally, Excel could behave differently depending on which folder the
files are in because of safety features. If a file fails to load from your
OLK97 folder, copy it to your Desktop and see if it opens now. If it does,
copy it back to the OLK97 folder and try to open it again. If it doesn't
load now and there are no other files (especially no xlt or xltx files) it's
very likely Excel causing this and not Outlook.
