Unable to launch the VPN GUI

We have a laptop running XPPro, Cisco VPN clientv4.0.2 that throws this error
when the person tries to launch the VPN it is accompanied by error code
2146762482 which appears to be a certificate error. Yesterday I uninstalled
and reinstalled the client, recalled the certificate, which appears to be
good and can launch from Admin login and my own login, but will not launch
under the login of the person who uses the laptop. Any insight? Answers?

Here I am answering my own post. The user downloaded SP2 and the problem
dissapeared.
