The Out of Office Assistance does not send Out of Office replies

We recently switched from POP-based e-mail to an Exchange server. I was
excited to be able to use the Out of Office Assistant, but I cannot get it to
generate Out of Office replies when it is turned on. I have followed every
knowledge base and help topic instruction to the letter.

Does it work for internal senders? Note that OOF to the Internet is disabled
by default in Exchange - it can be enabled, if you are aware that it will
also reply to every spammer and may constitute a slight security risk. Also,
although it isn't supposed to, it's been known to cause mail loops.

Note - OOF replies only once per sender until toggled off/back on.
