The Active Directory is not available

We recently experienced some issues with our DNS server and it was thought
that we should delete our DNS zone and recreate it. Upon recreating it and
trying to integrate it with Active Directory, we receive the following
error:

The zone cannot be created.
The Active Directory service is not available.

We opted to just create the zone as a Standard Primary, however would like
to have it integrated with Active Directory. Subsequent to creating the new
zone, we ran dcdiag on the PDC and the following error persists:

Starting test: frssysvol
Error: No record of File Replication System, SYSVOL started.
The Active Directory may be prevented from starting.
There are errors after the SYSVOL has been started.
The SYSVOL can prevent the AD from starting.

How can I recreate the zone and have it integrated with Active Directory?

Delete the forward lookup zone corresponding to your AD domain again. Run
dcdiag /fix followed by netdiag /fix and reboot the server.

[WARNING] The DNS entries for this DC cannot be verified right now on
DNS
server 18.0.0.2, ERROR_TIMEOUT.
[FATAL] No DNS servers have the DNS records for this DC registered.

Make sure the DNS server has a zone for the AD domain name and the zone
allows dynamic registration.
If you're not at MIT I suggest changing your IP address scheme to a private
address scheme. 18.0.0.2 is a public address owned by MIT.
