Test Account Settings, returns, send test email message, FAILED

Multiple machines are setup and working
We can send and receive email
However if you press the Test Account Settings button
It will return that the send test email message, FAILED
9 out of 10 tries
We also receive the test email message each time
Even though it states it FAILED
The following message will appear

Send test e-mail message: The specified server was found, but there was no
response from the server. Please verify that the port and SSL information is
correct. To access these settings close this dialog, then click More
Settings and click on the Advanced tab.

We have checked with the web hosting service,
and they state all of our settings are correct

Any thoughts on how to resolve the Send Test Email Message, Error ?

So it works fine when you send/receive mail in Outlook, but the test message
fails? I'm not sure, but if that's the case, I don't think it would be a
high priority for me to fix if it were my computer. How often are you using
test anyway?

The test account button, unfortunately, uses different code from actually
sending the message. If sending works fine, just ignore the error from
testing.
