I wonder where can I get a copy of this file? Thanks

The article tells you where:

To resolve this problem immediately, contact Microsoft Product Support
Services to obtain the hotfix. For a complete list of Microsoft Product
Support Services phone numbers and information about support costs, visit
the following Microsoft Web site:
http://support.microsoft.com/default.aspx?scid=fh;[LN];CNTACTMS

Note In special cases, charges that are ordinarily incurred for support
calls may be canceled if a Microsoft Support Professional determines that a
specific update will resolve your problem. The usual support costs will
apply to additional support questions and issues that do not qualify for the
specific update in question.

Quoted from KB884020...

"A supported hotfix is now available from Microsoft"...

"contact Microsoft Product Support Services to obtain the
hotfix".

"Note: In special cases, charges that are ordinarily incurred for
support calls may be canceled if a Microsoft Support Professional
determines that a specific update will resolve your problem."

"The usual support costs will apply to additional support
questions and issues that do not qualify for the specific update
in question".

READ all of this as saying:

There is a hotfix available for the symptom. Contact Microsoft
Product Support Services. Describe your symptoms as they are
described in the Microsoft Knowledge Base Article. Do not add
any other questions, symptoms, problems, request, issues, etc.
Microsoft Product Support Services will not charge you for the
hotfix. They will provide a link to download the hotfix files.
