taskbar and start menu lockdown

Hi all,
I have a need to lock down start menu and taskbar for my
users. I have set the lock down in group policy. Now I
need a way as the administrator to setup their quick
launch taskbar with icons. I know the location of their
quick launch is under their user folder under a folder
called microsoft. The problem I am having is that that
folder is owned by the user. I changed the ownership to
administrator but that messed up their settings. My
question is "Is there a way for the administrator to add
icons to users quick launch toolbar say by using the run
as option? If so, could you please tell me how; or if
their is another way, please let me know. I really need
the taskbar and start menu locked for the user as we are
still using old software that requires mapping the the
actual program files.
