Taskbar and Desktop icons do not appear

After logging into any user area on the computer, the
taskbar (usually at bottom of screen) and the desktop
icons (usually on the left handside)do not appear so
programs have to be run through the Ctrl+Alt+Delete task
manager, how do I get the taskbar and icons to appear on
the screen after logging in?

This sounds like sp2. I had the same problem. I would
get
a start button but system tray would'nt load anything for
ieons. So I found on this site bootivs and autorun.
Bootivs analysis what going on in the boot process.
Autorun is msconfig.exe in more complete and friendly
format and shows exactly what is being loaded up at start
up. Seems sp1 would let old driver to load but sp2 is
less complient. So I ran autorun and started disabling
startup entries on by one until I notice that my scanner
(that has drivers that can't be updated) once disabled,
my boot up time resembled my old sp1 boot up time. Well I
don't need a scanner to be loaded up, if I'm using it
once a month. If I need to run it I'll just re-check
their entries.

You can download autoruns from :

http://doc.sch130.nsc.ru/www.sysinternals.com/files/autoru
ns.zip
For bootvis, just search the internet for it and word
download.
