SYSVOL Replication

FRS SYSVOL replication works fine on three of the 4
domain controllers i have. As soon as I add a test
folder to the sysvol\domain_name\Policies\* it replicates
ASAP. The 4th domain controller doesn't get anything.
The FRS service is running as well as RPC on the 4th dc.
Event viewer messeges say it is having problems
relicating from the other servers with the message like:

Event ID: 13508

The File Replication Service is having trouble enabling
replication from "DC_Name" to "DC_Name" for
d:\winnt\sysvol\domain using the DNS name
dc_name.safeautonet.net. FRS will keep retrying.
Following are some of the reasons you would see this
warning.

[1] FRS can not correctly resolve the DNS name
dc_name.safeautonet.net from this computer.
[2] FRS is not running on dc_name.safeautonet.net.
[3] The topology information in the Active Directory for
this replica has not yet replicated to all the Domain
Controllers.

This event log message will appear once per connection,
After the problem is fixed you will see another event log
message indicating that the connection has been
established.

I cannot find a way to fix this. The KCC is
running...manual replication says it works through
replmon.exe. DNS has the correct entries. I need help.
Group Policy will not work on users who authenticate to
the affected domain controller. Is there a way to redo
the Inter-Site Topology to re-make the connections for
the KCC? Also the Default Domain Policy has different
version numbers? How can I fix that? Ive tried
gpotool.exe....repadmin.exe and all kinds of other
tools. They all detect a problem but don't fix it. Any
suggestion would help. Thanks.

Are the DCs in the same site?

Regardless;

You could create a manual connection to one of the other
DCs that are not having problems. Then point the problem
DC to the same DNS as the one that the good DC is using
for it's Primary DNS server.

Right click on the newly created connector and choose
replicate now. If it is in the same site you should
receive a positive message.

Go to the DNS server that you are stipulating as the
primary and ensure that the A record for the DCs are
correct.
