System tray Items not loading properly

I have recently installed a new hard drive and reinstalled windows after
having some difficulties with some Windows Components. I have Win XP
professional SP2. I actually have 2 different problems here. The first one is
after I installed ATI Catalyst Software, everything worked just fine. I
restarted my computer after doing some Windows Updates and when Windows
loaded, the Catalyst software does not load properly at all. The system Icon
shows up, but it will not let me open it. Then I noticed that my computer
seem to run very slowly, I notice after startup, in the processes the file
CLI.exe is in there 2-4 times. After I end those processes, my computer runs
fine. 1 day later, I restarted my computer, and half of my Startup programs
don't load, or show up in the system tray at all. I have tried re-installing
Windows and everything loaded fine 1 time, and now I am back in the same
boat. I tried doing a system restore, but all of the restore points have
disappeared off of the system restore calendar. I do not know what to do
about any of this. This is quite similar to the problems I was having before
I installed Windows again. Has anyone else run across any similiar problems,
or does anyone know what I can possibly do to fix these problems? I tried to
use Microsoft.com technical support, but it says that No charge support is
not available for my product, and I have never used it before. Ant help to my
problem would be greatly appreciated.

ok, I see the reason for ATI using the CLI file 2-4 times, but why do these
files keep "hanging" Even after closing them off, and restarting the
application, I still have the problem where my whole computer bogs down. I
sent ATI an e-mail 5 daysa ago, but still not have recieved a response from
them.

And does anyone have any ideas about my system tray icons not loading?

I also forgot to mention, that in the system restore panel, the calendar and
everything shows up, but not the actual restore points, and there were a
whole bunch of them in there the other day. All is in there is the restore
points that were set earlier today. I just recently installed windows on my
computer, and I have checked since installing it, there were system restore
points in there from when I installed software and Microsoft updates, any
idea on how to get thosae back?
