System restore goes through the motions but does not restore

I ran Panicware spy removal software to reduce popups. Now my computer will
not open except in the safe mode. When I try to use system restore it goes
through the process and restarts the computer but will still not start up in
the normal manner. How can I restore the computer to normal operations?
