Strange problem with right click-"open in a new window"

This is a strange problem that started a month ago on my WinME system, and
now started yesterday on my WinXP system.

I can open Explorer, from start menu, taskbar icon, or desktop, doesn't
really matter, and it opens fine (in full screen mode, i.e. the window is
not sizable). If I right-click on a link, and tell it to "open in a new
window", I can see the new icon in the taskbar that indicates that the new
window has openned, yet I don't see it. If I click on it in the taskbar, I
get that visual effect of a window closing (you know, where you see the
window kind of quickly shrinking down and moving to where it's icon is on
the taskbar). If I click on it again, I see the visual effect of the window
openning, moving towards the upper left corner of the screen, but I never
see the fully open window. If I shrink it again (using the taskbar icon),
and then right click the taskbar icon and select "maximize", the window then
opens full-screen, and I see it fine.

This never happened on either computer before, and now happens on both.
Previously, when you right-clicked a link and selected "open in new window",
it always openned it on top of the previous window, in resizable (not full
screen) mode.

It's almost as if the new window is openning in resizable mode, but off the
screen (to the upper left maybe), and it's only when I tell it to go full
screen that it then becomes visible/usable.

I looked for a file where iexplorer settings/preferences/ini's might be
stored, but had no luck. Can anyone point me in the right direction?

right-click the button then click Move and use your keyboard arrows to
get the tiny window out into the middle of your screen so you have some
elbow room. Then click Size and use your keyboard arrows to get it to a
usable size. Finally, use your arrow keys to stretch it to suit yourself.
After making sure that no other IE windows are open, close this one last so
that IE will remember this size for next time.

Or, right-click the button, click Properties, and set it to Run in a
Maximised window.
