STOP: c000021a {fital system error} when el torito CD boot up

Hi~!

I made my el torito boot-up CD, and it works well in normal situation.
but, if I remove the HDDs from PC, the blue screeen apears when
Windows XPE boot up from CD.

The error message on blue screen is like this.
"
STOP: c000021a {fital System Error}
The Windows Logon Process system process terminated unexpectedly with
a status of 0x00000000 (0x00000000 0x00000000)
The System has been shut down.
"

Why does it?
How can I fix this problem?
Plz Help me~!
