Several other posts have, and i keep checking their
threads and saw no response.

I'm using XP Pro, SP1 (though have read others on SP2 with
the same problem)

From the RTP page it says 18 Agents enabled, as you mouse
over each of the 3 categories each say 25 of 25 enabled.
As you click Each one though they are all empty, except
Internet which lists just one: Window's Host File Agent,
but neither activate nor deactivate do anything.

If you go to System Explorers, the list box on the left is
completely empty.

Could you verify that you have the latest graphic drivers for your graphic
card.
If not can you update and test again?

Also I will investigate if there are any known issues with this.

I am already using the latest driver from ATI.
Catalyst 4.12
