I don't know how the Sticky Keys and Toggle Keys were changed on this pc.
When I do Click SHIFT x 5, and get the settings dialog, I don't see anything
that says "default setting." Every time I start up the pc, the sticky keys
are loaded.

Is the [ ] Use Sticky Keys , checkbox marked? That would be the default
setting.

If not,check it, click APPLY, then uncheck it.

Look on last tab of dialog. You can apply the settings to all users or to logon as well as yourself.
