startup manager that allows save/restore startup configs

I have been using Starter .. my favorite for many reasons, but it lacks one
thing that is important to me. It lacks the ability to save and load
complete startup configurations. You can export and import registry items,
but that does not cover the startup items that start from the various
Startup folders.

The only one I know of that allows you to save and restore full startup
configurations - including Registry items AND Startup Folder items - is
Startup Cop, which USED to be freeware as a PC Mag utility. Is there a
freeware startup manager with this capability?
