start-up endless loop

I can not get past the start-up screen in Windows XP.
*NONE* of the options work.....safe mode, previous good
config, normal start.....*NONE* of these options allow me
to get Windows to go to a desktop so I can change any
"recent changes".
I have system recovery discs but they want to completely
format C drive to it's original state.
Do I need to reinstall another XP so I can save my various
files.

See these instructions from KB304449:

Starting System Restore Tool from Command Prompt
Start your computer to Safe Mode with Command Prompt.

NOTE: You must log on as the administrator or a user that has
administrator rights.
At the command prompt, type %systemroot%\system32\restore\rstrui.exe,
and then press ENTER.
Follow the instructions on the screen to begin restoring your computer
to a previous, functional state.

If you have a XP disk you can repair the installation. Apparently you
bought from an OEM and therefore just received a recovery disk as opposed to
an operating system disk.
You might try contacting your OEM to see what you can do.
