Start Menu and Task Bar Gone

I was recently sending an email when my computer shut
off. It restarted on its own, but now there are NO
Icons, Start Menu, or Task Bar on the Desktop. How do I
get these back? Thanks!

Try this:
Right-click an empty areas of the desktop.
Point to Arrange Icons By.
Click Show Desktop Icons.
