Start Bar and Task bar

I am unable to make my start bar and task bar reappear.
When I minimize programs they exit to the right side of
the screen. I am unable to drag them back. Also under
my computer I am unable to access the start bar/task bar
icon. I realize this may be simple question but please
help. Is there a short cut command to make it reappear?

i am guessing that when you hover at the bottom of the
screen the task bar reappears. so then right click on it
and then properties and then uncheck auto hide the task bar
click apply. .note ,when you right click on task bar ,see
that 'lock the taskbar' is unchecked first. or failing that
push the windows key and right click on the blue part and
choose taskbar.............................
