Spam with Exchange junk e-mail setting doesnt goto the "junk e-mail" folder in all cases/people.. 20

I have setup the spam filtering to send messages to the junk e-mail
folder.. but it seems some users spam doesnt goto their junk e-mail
folder, but their inboxes.. while others do indeed goto the junk
email
folder..

This isnt limitted to one type of client.. it seems to be both 2003
and 2007 outlook..


(we are using this setup option with gfi mail essentials for
exchange.. set it to send spam to the junk email folder)

I also checked the junk email setting in outlook (this case 2007)..
its set to "low" and enabled.. greyed out, as I have the GPO
enforced,
but they still goto the inbox rather than the junk-email folder...
while other users got the same message put in their junk email folder
ironically.. frustrating.

I tried looking at the header for SCL #'s.. but i'm not seeing this..


Does anyone know of a fix for this?

I found a way to show the SCL in outlook.. the email which i sent to
two users has an SCL value of 9.. it was sent to both mailboxes, one
went to junk email the other didnt.

I also tried setting, via the antispam agents tab in hub transport
(exchange 20007).. content filtering rule.. which if a certain word
appeared, it would reject the email (scl value of 7 or higher).. it
didnt reject the email, though it did stamp it with an scl of 9. (scl
of 0 if i didnt put the keyword in), this is on the one user's
mailbox, which has the problem. (there are several users with the same
issue).

Solution.. well partial: I had the user with the problem go into
outlook owa.. turn off the junk mail setting.. then save.. then turn
it back on.. then i sent the test message.. boom.. it worked.. went
into junk e-mail...

Seems to be a bug with the owa setting?

Is there a way to do this on the server end without having each user
change this setting?
