space bar will not underline

You can change a Compatibility Option to "Draw underline on trailing
spaces," but if you don't always want to do this, you can force Word to do
it on an ad hoc basis by adding a nonbreak space (Ctrl+Shift+Spacebar) at
the end of the series of spaces. Or, if you have any text following the
underlined spaces, the space will be underlined. Or you can use an
underlined tab character. Or you can use an underline tab leader.

A tricky solution is to press F5 and in the find dialog
box, using More button, select Whitespace. In the Replace
box, select Underline.

The end result would be spaces will be occupied by
underlines.

*All* spaces would be underlined--hardly what the OP wanted, I think!
