My sound levels in XP never stay the same. Now I thought
this was a hardware problem so i replaced the sound card.
But I find that it's continuing to fluxuate. It get's
relaly load for a sec then dwindles down to nothing. I
want to know what is causing this. It has to be my
instalation of XP because my old installation this never
has happened.

1000 Mhz AMD
512 Mb SDRam (you know this was the best when i bought
it :)
40 Gb Hard Drive
Soundblaster Audigy

If you recently upgraded to XP, recommend you also
upgrade the drivers for your sound card, they may be
outdated causing sound level fluctuations.

You replaced the sound card, but did you try the speakers
you had plugged into your computer? The circuitry of the
aomplifier in your speakers may be problematic. Try
plugging in a pair of headphones and see if it still
happens. If it still happens, then it's a software fault,
otherwise your speakers are likely to be the culprits
