Some Transitions won't drag onto storyboard - Windows Moviemaker

I have a project with two dozen small videos on my story board - I can drag
the same transitions between at least half of them, but randomly, when I try
to drag a transition between 2 clips, I get a circle with a line through it,
and the transition won't go on the story board. The clips, to my knowledge,
are just about similar, but where a transition will go fine between two
clips, I can't get one between the next two. I've tried selecting all the
clips, and adding the transitions all at once, but no transitions go on at
all. I've tried copying and pasting the transitions one after another between
the clips, but at the same places where I can't drag them, the "Paste" option
is greyed out

This occurs when the Transition duration is
the same or greater than the Picture duration.
This setting must be entered before adding
clips to the timeline.

Tools / Options / Advanced tab.

To add Effects or Transitions to all clips
at once...use the following steps:

Go to Storyboard view.

Select all the pictures. (left click one
and type...Ctrl+A)

With all pictures selected...go to...
Video Transitions and right click the
one you wish to add and click...
Add to storyboard or type...Ctrl+D.

This works with Effects also.
