Software Setup setup program

What is the "software setup setup program" listed as
being installed already, in my Control Panel > Add-Remove
Programs. ??

If it is already installed, you would think that the menu
choice named "software setup" on the start menu under All
Programs, would RUN the Software Setup program. But
instead, if I click it, I get a message that the Software
Setup program will be INSTALLED if I continue !!!!!!

This is quite confusing. Can anyone explain what on earth
is going on here? Why is a Start Menu choice INSTALLING a
program? What kind of program is this, anyway? And how do
I RUN it? I can't find it under c:\program files. But the
Control Panel ?> Add-Remove programs screen indicates
it's already installed?

This is not a Windows XP program. Might be provided by the PC manufacturer [case of OEMs] to reinstall the preloaded software.

Right, i see, it's a compaq program. Shortcut refers to
C:\cpqapps\Setup.exe.

I just asked compaq this question and they ignored it.
Answered my other q but not that one.
