socket initialization failed--message

After turning comuter on & after closing all programs to shut down (have Windows XP Media Center edition 2005 software) an error message appears: Socket initialization FAILED. How do I fix this problem. Recently Added norton anti-virus and Spy Sweeper. All else is running fine. Why am I getting this error message? D. VT
