Signature Inserts Above Outlook Template File, how to resolve?

I am trying to create a template that all users will be able to access. Here
is what the message looks like:

Dear Name,

Blah blah blah, yada yada yada.

Thank you for your time; we look forward to working with you in the
future.

Sincerely,

If the user has a signature, it puts it at the top of the email instead of
under the word "Sincerely". How can I make the signature appear at the bottom
of the email?

This works just fine for us currently in Outlook 2003. But we do have one user whose signature is getting placed above the template's message text, rather than below it like everyone else's does. So clearly there is a setting in Outlook that controls the position of the signature, but I have yet to discover where that is. If you figure it out let me know!
