SHGetFolderPathW could not be located, windows won't start. dll problem

When I turn my comp on it doesn't let me start windows
because it can't find SHGetFolderPathW in the dynamic link
library SHELL32.dll.

I can't start windows so I can't fix any problems

A "repair install" will likely be required.
