Shared Internet Connection keeps dialing

I have set up a Windows 2000 member server as an Internet
connection server using ICS and when I plug a Windows XP
system into the LAN, it causes the shared connection to
dial almost immediately even though there is no browser
open or any apparent Internet requests occurring. Does
anyone know which service may be causing this on the XP
system.
