settings prohibits running activeX controls on this page

    please help.
    i'm trying to upgrade my windows xp, but i get this
    message"your current security settings prohibits running
    activeX controls on this page". i also unable view any
    webpages with e-mail access ex. hotmail. i may have
    deleted iuctl.dll and iuengine.dll files by following the
    troubleshooting procedures on microsofts website. i tried
    lowering activeX controls and enabling them but no
    result. thank you so much for your help.
