An example:

When I used to use Word before I only had to have the marker inside a word,
press ctrl+b, and then the whole word was bold. Now this does not work. Where
is the setting for this?

It will work if you enable "When selecting, automatically select entire
word" on the Edit tab of Tools | Options, but this makes it much more
difficult to make changes to text, so I find it easier just to double-click
the word to select it before formatting. Like you, however, I miss the
former behavior. Publisher is smarter: it has separate options for "When
selecting, automatically select entire word" and "When formatting,
automatically select entire word."
