Session cookies, block third or first party - precedence?

I can't find info whether "Always allow session cookies" over-rides other checkboxes such
as "block third [or first] party".
Which has precedence?

I' like to normally block third and first, while occasionally manually reset first party to
"prompt" with session-only left checked. My intent is that session-only comes into play
*only after* first party is allowed. I don't want session cookies allowed no matter my third
and first party settings.

Googling:
"Always Allow Session Cookies" Over-Ride |Over-Rides
… then checked a few non-software sites, but these gave plethora of basic info…
