Windows Vista Serial/Com port assignment of USB to serial

have a laptop w/ Vista with no serial port. Purchased a USB to serial adaptor and that works just fine but I have an application that has to be configured to a particular serial port and if you unplug the device and plug it back in or turn off and turn back on after setting the particular port, Vista (and maybe XP as well?) assigns the ports and it is not always the same com port. I then either have to go in through device manager or the application software to change COM port setting.

Is there a way to configure Vista to always assign a port to a particular device?
