Sent Mail Rule doesn't move sent file, unless I manually run rule

I set up a rule, to move emails I sent to Charlie. I might send to Charlie
and 4 other people but I want any email I send to charlie to be moved from
the sent mail folder to a personal folder marked "Charlie Sent Email". I
only want emails from me, with Charlie in the to or CC to go in this file, I
don't want any email from anyone to go into this file, just emails from me.

At the moment, when I send Charlie an email, it doesn't move to the Charlie
Sent Email folder, when I open the Rules and Alerts assistant and choose run
rules now, it will move the file. I thought the rule would make this
automatic but so far no dice, can anyone help?

This is the Outlook forum to be in if you have a question about Outlook.
However it often takes more than a half hour to get a response. ;)

Or it could be days. Since everyone answering here is a volunteer and has
jobs of their own, any individual problem may not get addressed in as timely
a fashion as one might like. This is not, after all, an official Microsoft
support venue.

Not to mention this one gets pretty darn high traffic and is, iirc, the
highest traffic Outlook newsgroup in the microsoft hierarchy. High enough
that I can't keep up with it on a regular basis.

That said, the rule you've created, what is the exact text of it in Tools -
Rules and Alerts?
