Security with hyperlink (Message: A security problem has occurred)

Outlook 2002 on XP.
Multiple people recieve the same email, same hyperlinks. Everyones works
except 1 individual. When she clicks the hyperlink it states:
"Unable to open https://www.website.com/etc/brochure.pdf. A security problem
has occurred."
The website link is to long to list so it's not the actual site listed
above, but it is a pdf.
What I have tried:
Reset Web Settings
Copy/Paste of the hyperlink into IE. The link is valid, she can open it that
way, just not when clicking the actual link.

That's with 2003 though. This is 2002 Office Version. Our 2003 versions work.
If it is the same case with 2002, which I will assume and if that is
Microsoft's answer it pretty much defeats the purpose of a Hyperlink. That's
what I have her doing for now. MS answer for that is like a car company
saying, yes the powerlocks don't work, so the fix is using the key. It's a
workaround, but not a solution.
Thanks for your answer though and Tech article...I couldn't find one when I
tried.

I don't think it;s the problem in the KB - OneNote doesn't support ssl,
outlook does. Since it works for some people - does everyone have the same
user rights? If she opens her mailbox on another computer, does it work? If
others use her computer does it work?

We don't use exchange so just on her PC. We use the PST.
I thought security right away, however if I copy/paste to IE it works. They
all have the same permissions anyway, but I figured I'd try it.
I also opened Outlook Express, faked sending a new message, clicked the link
and it worked there as well. It seems to be just with Outlook.
