Security Spam Error Message

I have a hard time thinking I need to pay Microsoft $59 to fix this problem. So, if anyone has experienced this or knows a solution, I would be more than appreciative!!! I can RECEIVE messages but I cannot SEND messages through Outlook Express as of yesterday after a message got hung up and apparently sent out many many times. Comcast says I am not blocked through their server and I can send and receive e-mail through Comcast's web mail via my e-mail address. The error message I receive through Outlook when trying to send messages is:

The message could not be sent because the server rejected the sender's e-mail address. The sender's e-mail address was '(e-mail address removed)'. Subject 'test', Account: 'HOME', Server: 'smtp.comcast.net', Protocol: SMTP, Server Response: '550 XX.XXX.XXX.XXX blocked by ldap:blush:u=rbl,dc=comcast,dc=net -> 550 Message sending error.
