Security Patches as .MSI packages

Are there any .msi packages for any of the Microsoft
Security patches (particularly MS03-039)? I'd like to
roll this patch out via Group Policy.

Is there any good documentation on Microsoft's site in
regards to creating .msi packages?

Setup a Software Update Server, I would provide the link but I can't
remember and am to tired to go find it. Then you can use a GPO to config
your clients to get updates from there. Check out
microsoft.public.softwareupdateservices newsgroup also for more help on
patching clients.
