Security: low still get "The macros in this project are disabled"

I wrote a macro for one of our users. The macro initially worked as
intended. After the first PC reboot, the user started getting the
message "The macros in this project are disabled".

I've set security to low, rebooted Outlook and the PC, deleted and
re-imported the macro, all to no avail.

Any suggestions would be welcome.

Keith, in OL 2003 please a try click on ?->Info->Deactivated Elements
and activate the VBA-Addin.
